The EBRD's EUR 2 billion Energy Security Support Facility (ESSF) channels loans through eight partner banks (PrivatBank, Ukrgasbank, Oschadbank, Raiffeisen Bank, UKRSIBBANK, ProCredit Bank, Ukreximbank, Credit Agricole) to SMEs at least 51% privately owned, sole proprietors, municipalities, households and housing associations (OSBB). Eligible investments include solar PV, wind, battery storage, gas-fired generation up to 50 MW, heat pumps, solar water heaters and insulation.
Donor-funded incentives are paid after verification: 10–25% for house or apartment owners depending on technology and vulnerability, 10–30% for housing associations, and 10–30% capped at EUR 300,000 for SMEs meeting the ESSF/SMECI criteria; the EU guarantee under the Ukraine Investment Framework and France's first-loss cover share the banks' risk. Pre-approved technologies for projects up to EUR 300,000 are listed in the Green Technology Selector; other projects are assessed free of charge by the facility consultant. By end-2025 the facility had committed EUR 682.5 million across almost 1,700 sub-loans, two-thirds to SMEs.
For installers: check that your modules, inverters and batteries are in the Green Technology Selector or can be assessed, because the grant is paid only for eligible, verified equipment; residential borrowers must register in the Grant Management System after loan approval.
